100% disk usage is not throughput, but activity time.
For example you could run a 4k throughput bench on a HDD and it would definitely get 100% activity, but probably something like 0.1mbyte throughput.
The nigger probably just bought a shitty $200 laptop with a WD Blue 2.5" drive in it, and he is surprised that 1080p youtube videos lag while Windows runs sfc /scannow on its update cycle.
