Open up the BIOS and change the boot priority so that USB is prioritized over harddrive.

It's not a laptop per say. It's a insignia flex windows tablet.
I also did change the priority of the boot, and tried to boot override for the USB. When i did the boot override, it blinked blue for a second and went back to the BIOS.
