You could do CAD back in the days of DOS, a 486 and 8MB of RAM.

So yeah, a computer with 16GB of RAM and a bunch of giggle-hurts is probably going to be "enough" to run a CAD program.

What software package are you going to be using?

If you're serious about CAD, buy a mobile workstation with a workstation GPU.

Yes, workstation GPUs are practically the same as consumer GPUs, but the drivers are optimized for CAD applications, and workstation drivers have "optimizations" for workstation GPUs (read: drivers are gimped on consumer GPUs), and it's difficult these days to cross-flash firmware.

Any time I have ever gotten a laptop with a discrete graphics chip I have regretted it, because actually using that graphics chip means your computer turns into a wind turbine that burns your crotch.

Depends on your needs, if you are doing low tier CAD like architecture you will be fine with that. If you doing mid tier CAD with ~30 part assemblies with programs like CATIA or SW you will regret it at some points but will be fine day to day. If you are doing high tier CAD work in programs like SW or CATIA with 50+ part assemblies, complex surfaces and simulations you will want to kill yourself.
