I don't think I've had any game freeze or crash on alt-tab in recent memory. I remember it was sometime an issue in the olden days, especially when I didn't really have a lot of RAM and my PC would start swapping like crazy from a slow HDD, after that not really.

you're misinterpreting the issue
what you're describing is a directx direct3d/directdraw crash caused by a failure to recover from the gpu reset involved in switching to and from fullscreen applications
it's the game's/directx's fault, not a problem with windows.
Thankfully DX has gotten a little smarter about it and most game devs have figured out how to make their game not shit the bed like that.
