I'm thinking about buying a Surface Pro 4, and from what I can tell its a pretty solid device. Is there any other similar devices that might be better or cheaper? I found the i7, 256gb storage, and 8gb ram version on bestbuy for $1,299, and it includes the expensive keyboard cover for free. What do you guys think?

Careful, compared to the surface pro 3, the 4 does not have thermal throttling as much as the 3, but it does have powerlimit throttling after a while.

Get a Surface Pro 4, they're topnotch.
Bought one for my father last year, got one myself two days ago.
The build quality is amazing, some really nice finishing touches on its design, it's lightweight, it's fast and has great battery life.

A cheaper alternative to the pro 4 is the pro 3.
I should know because I got an upgrade from the 3 to the 4 for about 200 bucks extra.
The 3 and 4 aesthetically look exactly the same, but if you're lucky you may come across a 3 that ships with windows 8 instead of 10.
Otherwise there's like no difference between the devices. Sure the CPU is next gen, but the only benefits are like a tiny bit more speed or something. Not worth.
Also don't get the i7. The i5 has slightly longer battery life. It also overheats less. Often if I'm running something intense, I. E. Games or hd porn, the CPU tends to heat up so much that the screen area over it feels hot to touch.
Also with the external micro sd card slot, the default storage is not much of an issue, so just buy the cheapest you can. I personally have only the i5 with 128gb, but I have a 64 gb high speed micro sd and a 128gb small profile external flash drive on it at all times (it doesn't even stick out) giving me a total of 320gb storage space, which I don't even use fully.
