Are you sure it requires pairs? Usually the batteries are all in parallel anyways. They just never get over the supply voltage.

Don't charge faulty batteries unless you have a specialized charger (that can read current/capacity) and charges with a safe current.
I have a specialized voltcraft charger and it is excellent for charging batteries that have gone below their threshold. Do it with any regular cheap charger and you risk exploding or leaking batteries. Also dont bother unless you have quality batteries like Eneloops.
tldr; if you care about your batteries invest in a good charger.
