There is so much shit to look at, but here are the temps. So it looks like core #3 does in fact have some thermal throttling going on. Why would one core run hotter 3-4 degrees hotter than the others?
I'm not sure what acceptable temps are for a CPU of this generation, I'll look that up. I think the cooler is just stock.

The max = max limit. You're hitting the limit that's why it's downclocking.

Get better cooler or reapply thermal paste. From the looks of it, it's a stock cooler, so I'd suggest reapplying thermal paste

Check out the distance to tjmax underneath the temps - there's only 3-4° until it hits tjmax

I'm not sure if this is pre or post throttling but look at tjmax - if it gets 3-4° hotter your computer will shut down to prevent processor damage
