Why distros (Debian, Ubuntu, Fedora, etc) don't include nice looking themes in their repositories?
Why the popular DEs (GNOME, XFCE, MATE, KDE, etc) don't come with a nice looking modern theme by default?

I don't like dark themes either but this author's theme are the most consistent themes I know on Linux.

Themes is not functional part of the OS with no need to be mixed with actual working code. I think it will be more logical to create separate distro-independent repo for all this ricing stuff.
