You could likely make something like that with wordpress or some other CMS like drupal. There is no need to know anything about code. It's not some advanced web application or unique website.

To host it? Yes, but many companies provide hosting services you can likely get something for $8 per month or even less. Many even come with CMSs like wordpress installed with the press of a button if you want to go that route.
That is what I would recommend. You could of course code everything or make someone code everything, but there is really no reason to when it's such a simple website.
Just use Wordpress. If you don't want to host it yourself, just rent the site from Wordpress.com.

A friend of mine runs a local language NBA site (he's a sports journalist) and it's made really well with a good layout and a lot of useful tools and up-to-date tables and all the upcoming games and scores and everything, and he writes and uploads like 30 articles daily, more than other local "professional" NBA-related sites with a staff of 5-6 people, and yet it barely makes pennies every month. And he only has like one or two other local sites to compete with him.

It doesn't cost much to set up but you have to write a lot of content everyday. Zero Hedge gets almost all of their posts from guest writers so most of the heavy lifting is done. What you really want to do is a site like drudgereport since all he does is link to MSM websites. The man just picks articles from his rss feed that he finds interesting and shares it on druge report and earns $millions/year from the ads and referrals. It's genius
