I've got an Android 5.1 (Lollipop) OS Samsung phone that was stolen in a smash and grab, and when it was stolen location services was turned off and the battery dead.
While location services is off, is there a 3rd party APP I can PUSH install onto the phone that allows me to either
a) immediately locate the phone using the 3rd party software
or
b) turn location services back on

The first thing that the people who stole the phone did was factory reset. Forget about it. There is nothing you can do.

If someone was smart they would do that, but the Android Device Manager shows they've been turning it on. I'm sure someone intelligent will eventually do that, but until they do if you have any suggestions they are more than welcome.

I'd like to give it one last go before lying this to rest.
The major issue I'm running into is that any tracking software I attempt to push onto the phone will not automatically run. Android apparently nixed autorunning applications in Android 3.2, and this is an Android 5.1.1 phone.
Is there any workaround that allows remotely running an APP, installing and launching an APP on an Android 5.1.1 (Lollipop) OS?

Probably not without another app running under root, but I've never looked into this kind of thing before. You'd probably have to open up a remote shell running as root, install the app by placing it into /system/app and rebooting.
You'd have been better off by installing Cerberus from the get-go as >>58127991 suggested. Sorry anon.
