I have TLP installed and I tweaked some of the CPU settings.
limited CPU to base clock(2.2GHz) and disabled turbo freq
reading&changing fan speed isn't supported by the device

I think I found out what the problem was.
I changed the twitch quality from original(probably fhd 60fps) to high(720p 30fps), and the CPU usage dropped from constant 50~70% to 20~40%
cpu temp dropped over 10 C
