playonlinux is really just Wine, but with specific profiles that someone else configured.
In other words, the program you need, might not have a profile for it on playonlinux yet.
So if the OP wanted to try and run it on Linux, he would be best off just using Wine and figuring out what dependencies he needed to install.

Pretty much. Also, they don't plan on supporting the 16-bit Windows API (note however that Wine does), which makes it kind of pointless since one of the main uses of older Windows OSes these days is to run legacy software from the 3.1 era.
Windows ME. Hell even 3.1 would work.
