He's referring to the kernel, a OS implementing that kernel most often uses a shit ton of GNU application software, therefore it should be referred to as GNU/Linux. GNU is the important part, not Linux; this is because the application software is what the end users care about and what makes the system usable. Proof of this is that you can replace Linux with other kernels and still create a usable system with GNU software, but you can't really replace GNU in a GNU/Linux system with something that makes it as functional. If anything it should be called GNU OS wL, because GNU is definitely the main thing.

Except that Linus wrote Linux 1991, while the GNU operating system was written in the 80s. RMS was first, he named it GNU and it can run with more kernels than just Linux (kFreeBSD, Hurd, etc).

the basic system utilities of every major Linux distribution are GNU. If you use Linux without them (e.g. Android), it's just Linux. If you use the kernel on its own, please call it Linux.

The point Linus is making, is that RMS should not waste the Linux Foundation's time on that because it's not their business.

It's reasonable to call a *distribution* GNU/Linux if it is GNU userland and Linux kernel. Why? It could be GNU/kFreeBSD (GNU userland, FreeBSD kernel), or BSD/Linux (BSD userland and Linux kernel) ...
