everyone says that VR needs a sustained 90+ fps to feel the sense of "presence"
4K VR won't get here until GPUs have the performance to run it. how many years will it take for GPUs to be able to run 4K games at 90+ fps? will next gen (e.g. Nvidia's Volta) get there, or will we have to wait 4 or 5 years?

Games just need to optimize their field of view/render displays accordingly to the visual acuity of the human eye.
This means not rendering 100% of the screen 100%. Only the center of the screen gets real 100% resolution/rendering, the sides get 50-80% rendering/res to ease the GPU.
