Could someone help me out a little bit with understanding PCI-E operating modes?

From what I understand by looking at the motherboard specs (pic related) is that if I have 3 expansion cards installed on all three x16 slots, then slots 1 and 4 will only get x8 bandwidth while slot 3 will use x16?

I was going to install my GPU on slot 1, but I have other expansion cards as well, so if I install them, does that mean the GPU will be limited to x8 unless I move it to slot 3?

My brain is full of fuck /g/, help me out here

This is retarded though, if they recommend installing a single GPU to slot 1, then why not make that one remain in x16 mode?
