Stuxnet and Flame

I do not believe that they have the best hackers.

Year in and year out much of the most technical and interesting work/research/white papers are coming from the countries outside those listed.

Every year a ton of interesting, brilliant research is released by US citizens.

The countries named may proliferate a greater quantity of high competency operatives for state sponsored hacking, but that doesn't mean they are possessed of the best hackers.

It is more mystique then anything else.

If the US had systems/philosophies in/of government in place that did not alienate most of the best security researchers, then the US would be in a much better position regarding talent/number of operatives.

High level hacking requires a level of creativity and personal freedom that is difficult to reproduce under the generally excepted values of military/intelligence environments.

You can produce much of the competency and skill through military style training, but it will often lack that spark that makes seperates the competent from the best.

you are confusing "making the news" or publishing with being proficient.
I would believe that if someone comes up with a exploit the best he could do is to use it, not publish that so it gets patched or used by others.
Governments are not too fond of their groups sharing stuff instead of using those to take advantage of others.
Proof of that is what we know about Stuxnet that used a lot of 0-days to fuck shit up. All those 0-days were completely unknown and got out because people found stuxnet and started analyzing what the fuck it was doing.
I would fear the guys not talking, not sharing and certainly not publishing findings.
