The RX460 can now have unlcoked shaders and tmu's with a simple bios flash and this purposedly works with every card they tested and enables a 12,5% increase in overall performance.

I presume they nerfed the 460 mostly to keep it from drawing too much juice from the slot.
Then, down the road, they could release a full chip as 465 or 560 once they had polished it a bit to cut the core voltage.

the slot is rated for 75W continuous, if you pulled more than that all the time you'd slowly heat up the board more than it was intended for

If you have a 6 pin connector on your card you will be fine to overclock as well. But I wouldn't without the 6 pin. I you are worried about the 75 watt pcie slot limit you could undervolt slightly.
