I'm going to be moving to college dorm soon and I dont to be on the public campus wifi as I'll want to do sone torrenting and dont want my use to be visible. What would be the best way to setup my own secure network that cant be seen there? I have a working modem and router that I can bring there If I need to.

PIA is probably good enough for you. Or just get a cheap seedbox like whatbox if all you actually care about is torrenting. It will cost very slightly more than a VPN but may be easier to use.

I use ExpressVPN. They don't keep records and speeds are good. Just do yourself and get the 6 month package.
You can torrent off campus all you want. That's what I did. Best part is its all on a few shared IPs so whoever (authorities) wants to know who is actually torrenting they can't.

ssh your home computer. You can use qbitorrent Web UI to submit torrents to be downloaded at home. And then with scp you can transfer them using an encrypted connection to your actual location.

Using a VPN from uni might not be so simple, depending on how they set up their network. I've seen some that are full big-brother, and simply block anything that looks like traffic to a proxy/vpn (same with packets that look like bittorrent).
Home seedbox is probably the best solution, and then sftp from it.
