Hey /g/ Dell T1600 guy here, got the new hdd and new adapter for my monitor, but keep getting "No boot device found. Press any key to reboot the machine" this is my first time dealing with this kinda stuff, what should i do?
Install Gentoo GNU + Linux or another operating system.

You know you have to install an operating system don't you?
If you have already done that check the order of your boot devices in your BIOS and set your HDD as the first boot device.

You need to put some thermal paste between your cpu and socket, it's overheating.

I've assumed you've put the Windows install disc into the drive? Make sure that is done, then (at least if it's Windows 7, don't know about later versions because I refuse to use them) it should ask "Press any key to boot from CD or DVD" at which point you should repeatedly tap the space bar or enter key until it loads.
If it still doesn't work, try hitting F10, F11, or F12 repeatedly (you may try a cycle of all three) as it is starting up, which should bring you to a boot device menu. From there you can select the DVD drive and it should boot.
If you burned Windows from an ISO, make sure it was a bootable image (you may check with a utility such as PowerISO.)

This is only a problem is the OS installation media does not detect the HDD.
