on a budget, getting some new parts for my PC, right now im able to either squeeze in one of the following:
a gtx 1060 6gb with either a 6500/6600, or a 1060 3gb with a 6600k
what should i go for?

You'll likely never be in a position to use all 6gb on a card that weak but it's slightly more future proof and adds more value than the ability to overclock.

The question you should be asking yourself is which one is going to need an upgrade sooner. With a 192 bit bus and no support for up and coming APIs the answer is your GPU. 6600K will last you many years but either 1060 will need a replacement quite soon. Cheap out on it now since it'll be useless either way before you know it and get a CPU that will last thanks to tight OCs.
