Plex is a server program that runs on your computer just like Kodi.
There are Kodi apps on ALL platforms. Download on the app/play store and it should be self explanatory. Other than that, enable DLNA on the server and find an app than can do DLNA on the iPad. Android tablets should be able to it out of the box but there options for that on the play store, too.
If you want the Kodi library shared across several clients, hosting it in a MySQL server instance is the only current "official" option.
Running an Emby instance and using their add-on has proved less hassle for me personally, with the added benefit of a pretty good web interface with playback possibilities when out and about. It does however pretty much hijack the whole library and does whatever it wants to it, and the large C# codebase is a huge CPU and RAM hog compared to just running mariadb+nfs or whatever your poison is, but it's close to zero maintenance after just stuffing all that shit into Docker containers.
