By the same logic opening another cmd in cmd is also an exploit. All forkbombs are also "exploits".
Calling these bugs exploits is fucking stupid and always has been. DirtyCow was largely just unpatched bugs when it was discovered. Nearly all of them require full admin access too to cause any real problem.
Unfortunately a while ago journalists realized they could get media attention by announcing the new big super virus is this, it's super scary and it'll destroy everything.
You do the slightest bit of research on them and 9 times out of 10 it's a bug that's been filed as a CVE for memes.
Every dumbass security analyst/tech journalist is just short of saying "Check out this new exploit, open your browser and type in C:\ .. you won't believe how easy it is to get into your system"
Soon enough people will be saying "rm -r f /" is an exploit. In fact that massive twat Tom Scott basically said as much when he covered shellshock

Shellshock and dirtycow were only examples. I'm not familiar with any Microsoft exploits, and yes, I do mean exploits.
Exploits, by definition, is "a piece of software, a chunk of data, or a sequence of commands that takes advantage of a bug or vulnerability in order to cause unintended or unanticipated behavior to occur on computer software." Both dirtycow and Shellshock follow this definition word for word

That virus uses an exploit to get admin level privileges. That virus is for shits and giggles, but the concept is the same. It could be doing something a lot more damaging
