Never made a PC before, would you guys rate my parts list?

Can someone also explain what CL(x) means, in regards to RAM, and does it make an impact on performance at all, or is it just something that isn't really relevant at all to me as a consumer.

Case: Corsair Spec-Alpha
CPU: I5-6600K
GPU: Asus GTX 1070
MB: Asus Z170-A
Memory: 16GB of someone's ram
HDD: Toshiba 3TB
SDD: Samsung 950 Pro 512GB

I think I'm just shooting for 1440p, but I suppose 4k will be nice at medium to high settings

Any recommendations?

What should be a good speed to aim for as far as that goes? everything is OCable, though I don't plan to do too much of it.
