Just bought pic related. It's a misfit Shine. I know it syncs with my phone via bluetooth, but I can't find it when searching. Can a device be visible but also not? Can I sniff the activity from my phone when it syncs?

Yeah. Let me be more clear. The app can detect it, but I'm trying to develop for it. There's little to no documentation, so I'm left to figure it out. While it app can detect it, I can't seem to interact with it in any other way. Including detecting the bluetooth address.
