I am getting a new HDD that is the same size as my old HDD since my current one is swiftly dying.
Since it is the only thing I'm replacing in my computer, can I use a bootcd to just do a straight transfer of my information without reinstalling anything?

there are many ways to do it, one simple livecd designed for this purpose is clonezilla
never did it before but the easiest way would be to just dd it over and resize after, could work. might be fun

and to explain the advantage of a "purpose designed" livecd, it comes with a step-by-step TUI to guide you through the backup, restore, or cloning process, and will pick suitable methods automatically (you can tweak things, but the defaults are fine in most cases)
for example, it will use tools like ntfsclone and partimage where possible, as they're more efficient than plain old dd, but it will use dd if it has to (unrecognized volumes)
basically, it's likely going to be easier (purpose built step-by-step interface), faster (picks the best tool for each volume), and safer (gives information about each disk/volume, and warns before making any changes) than just using dd for the whole disk with any arbitrary livecd
