Sorry I can't help you but thanks for the Lain.
Looks like he saves it into an extremely old data archiving format that can't handle even the most basic JPEG images and the subsequent artifacting turns into that ugly dot shit. Then he puts a color filter over it.
I remember someone on /v/ doing something a lot like this with images. It took a while to write but the end result was a lot like that only with blues, purples and pinks.

I don't know, but this thread is making me feel ancient. I remember when pretty much all consumer computer graphics were dithered.
