PNY have nothing to do with Palit/Gainward. Palit is a chink company, PNY is based in the US. They're using the same cooler because they simply license coolers from other companies. If you look at their non-reference cards through the ages, you'll find the cooler was always used on another card from a different brand.

They specialise in Quadros and gaymen cards are a secondary concern, which probably explains why they don't bother designing their own coolers.

They're good for cards that use a ton of power like the 980 Ti or Fury. Pretty useless on lower end cards of of the past or the latest ones that don't use much power though, since they tend to be a bit louder due to the extra fan and smaller fan size, and dual fan coolers can handle the modest TDPs of Polaris and Pascal just fine.

I bought PNY becasue it was cheap and available. It's been working out well so far. No real complaints. Temps never go over 70.
