You can, it's just generally not a good idea to force a package manager to do it, since it could end up accidentally installing two conflicting programs.

You can install infinite numbers of programs at a time, thanks to AppImages
Furthermore, batch install exists.
So in Linux if you want to install a bunch of programs you can either install it through a GUI package manager or just type in
#pacman -S smplayer chromium qbittorrent
Doing that in windows is possible but packages are not maintained by the respective devs and the repos are really small

What do you mean? Package management is one of the main arguments to use Linux over Windows.
Windows:
>Open Browser and search for program windows installer
>Download installer
>Open installer and have to go through menu
Linux:
