Hey /g/uys, retard coming through

I've got a basic question about computer hardware.

I've already done a small build, so I know the basics, but I want to expand my knowledge.

Could someone PLEASE explain to me, in language that a potato could understand, what the fuck is TDP, exactly?

Is it a measure of heat that my cpu produces?
Is it a measure of power that it requires?
Is it a measure of how much power I need to cool it down?
Does a higher TDP mean I need a better cpu fan?

If higher tdp it doesn't need as good, as the (for example) 95w tdp refers to 95w being able to be dissipated, however, probably not smart to skip on cooling regardless
