Tape wears out if you read from it a lot or truck it around all the time. If you write some data and then store it like you're supposed to do with tape, it will last much longer than hard disks.

That just looks like a research proposal into how Pixar manages their data to me. I read it and I don't see any results or anything saying that tape is bad and another method is better. It just says he has clearance to go in and look at their stuff so he plans on doing it at some point.
