We have the technology to beam 2.05 MB of data from beyond fucking Pluto with such precise accuracy as to perfectly recreate a photographic image, but when I go into a Walmart in the middle of downtown, I can't make or receive phone calls due to being in a "dead spot."
Why is this allowed?

A concentrated beam will have a larger range but you have to point it exactly where you want it. Depending on how concentrated the beam is, just moving a meter can make the difference between 100% and 0% signal strength. Meanwhile the cell towers use spread out beams which gives them shorter range but a wider radius.
