I installed pic related and tried to uninstll it becuse it was using over 40% of cpu, when i turn on the pc its is still running and i need to manual end the task, how do i fully uninstll it?

If you ticked the "Immunize after restart" then you have to reinstall it, leave that unticked & then uninstall it.
Also I don't think that Spybot is using your CPU since it doesn't run as a service once you "immunize" your PC.
