Why is it that on some games, when I crank every single setting up I lose some serious frames even though I'm only using oike 3-5gb of VRAM out of my 8?
Is my i5-4460 the bottleneck?
VRAM isnt everything, you wont always use all of it or even close.

Ah so it has more to do with the other specs.. at this point, is it the 390 that is not doing well or the i5? I always heard i5 is all you need for games but it lags hard when I try to do anything intensive such as record gameplay.

You're going to have to use a program like MSI Afterburner and see what's hitting 100% utilization. If it's your CPU, that's the bottleneck. If it's your GPU but not the CPU then that's your current bottleneck.
Tessellation eats up a lot of performance on AMD GPUs with hardly any visual gain. I turn off Tessellation in FFXIV and my framerate goes to 80-90+ instead of 45-55

If by some games you mean Witcher 3 you should consider that Hairworks is an Nvidia thing and hurts everything but their latest cards badly.
