It's unsecured as fuck... The Egyptian government use telegram to find people who support the Muslim brotherhood and they have jailed and tortured hundreds of people due to things they have written on telegram.
When both isis and Al Qaida warns against using it because their plans are exposed it at least shows that some of the stuff written in telegram is saved and passed on in secret.

It's only nominally safe, it's just a marketing word without meaning. I bet if your government wants to know what you say or do then telegram will help.
