My best idea for networking in the modern age is to layer equipment/software from multiple agencies.
Take some NSA backdoored hardware and pass that through some russian backdoored hardware.
An attacker would need to know both the russian and NSA backdoors, and there is no way those two countries would reveal their secrets to each other.
