Sounds like it may be broken.
DA 2013 that I had for 3 years as well as Chroma have pretty pronounced but quiet steps on scroll wheel. If you bought it used then you may want to open it up, disassemble element holding scroll wheel and clean it of any residue/dirt.

I haven't used the Chroma specifically but I've used multiple Deathadders. It sounds broken, but Razer mice are known for having really shitty scroll wheels that break easily. On all 3 Deathadders I had, all of the scroll wheels broke in 1-4 months each. Haven't touched any Razer products since.
