Something like Sony Vegas Pro 9 or Adobe Premiere CS5, could work?
Someone with a computer this bad probably has no videos of value to share with the world.
My advice is to just give up now, you'll end up with shitty videos nobody cares about.

I doubt it. Videos didn't even exist on computers until people had 8GB of RAM.
Yeah, it'd be possible. In terms of being practical, you might be limited to 720p videos.
Anything beyond that, I imagine, would be extremely slow to encode, again it'd be possible. It would just take a shit load of time.

Vegas Pro is way more friendly with low end PCs, so you will have better performance with it while editing.

Install Hackintosh and use Final Cut, it's the only way.
