If you can't forward then you can't watch it outside
Alternatively you can try installing Teamviewer or hamachi (dunno if they ported it for linux yet) and use remote desktop.

ill only keep my raspi open for the cam. it can be done i know. without port forward just like teamviewer but is there any software where its built in for use?
I have that camera and a PI, there's a tutorial online how to make a remote controlled webcam, you'll need to give the raspberry pi a static IP, I'm just trying to figure out how to send servo commands from a linux computer to a raspberry pi, the possibilities would be endless

whats the name of the video? by giving static ip what you mean? for port forward? i can't do it. because i have a dynamic ip with maybe a switch in my isp. i want whatever the software it is to use my raspi to make cache to run the cam and broadcast through cloud! :/

That's the tutorial, they used a web framework to control the pi, I want to figure out how to use the pi as a server on the internet with a static IP, so that it can be controlled by just another linux computer.
I have used a webcam with the pi (2 and 3).
You cannot have mine and I have no idea about whether you can use the one you may have.
It is rather easy to stream an image, even over the internet.
