Most civilized countries have already moved onto the much more secure app messengers - which not only offer security, but also more features than the SMS standard.

SMS's advantage is the same one that email has. It works and it's universal.
Also we still don't have an acceptable privacy-respecting mobile messaging program yet. Signal comes closest, but requires gapps to function.
