if you want to get the exact size
First, determine the correct bitrate in kbps, theoretically it should be(1024*1024)*3*8/tbut ffmpeg tends to over shoot, so in my experience(1012*1024)*3*8/tworks better.
Then just two pass itffmpeg -i input.mp4 -an (no audio) -vcodec libvpx (vp8 instead of vp9) -pass 1 -b:v [bitrate we determined earlier] -y a.webm && ffmpeg -i input.mp4 -an (no audio) -vcodec libvpx (vp8 instead of vp9) -pass 2 -b:v [bitrate we determined earlier] -y a.webm
