I am not too familiar with computers but I think it is due to the relation between base 10 and base 2 number scales to measure the storage size. They advertise 10^12 (4TB) but it is actually measured by 2^40 (3.64TB).

Because they advertise one TB as 1000 GB, (1 GB = 1000 MB, etc). In reality, 1 TB = 1024 GB, 1 GB = 1024 MB. They basically jew you out of the space.

Learn to read. Linux and Windows usually represent memory in GiB or TiB, but they are sold with their TB or GB values on the box. In germany this is actually explained in the fine print of the box quite often.
