those cheap keys are resold keys bought at student discount rates or provided free for students, assuming the seller isn't double selling the keys they're still non-transferable so are against microsoft's terms but microsoft very likely won't do much for the same reason they won't do much to stop pirates

I had mixed experiences with cheap online keys.
* Cheap Kaspersky license #1 on eBay, no problems.
* Cheap Kaspersky license #2 on eBay, was clearly stolen or sold twice. The vendor gave me a second key that worked.
* Cheap Nero license on eBay, no problems.
* Various keys at mmoga.com, all worked, no problems at all.
