1440p 60Hz or 1080p 144Hz on a 25" IPS monitor?
NOT BOTH because 1440p 144Hz IPS monitors + vidya card upgrade is too expensive.

I had the same decision to make and I ended up going with a 1080p 144hz acer for $188. I'm very happy with it. The high refresh rate is great in doom, wow, overwatch, redout. I was blown away by how superior the colors are compared to my 23" 1080p panel from 2011.
Not going to jump resolutions until I can do 4k. Few more generations.

Buy a decent 144hz Monitor with TN. It also has better respond time.

No - it's TN. I have it next to an older TN panel though and it's night and day. The new TN's are fine. Comparing it to a budget HP IPS 1080p60hz panel it looks the same.
Also the viewing angles are fine. For $188 it's great.
I just bought a PB258Q (1440p IPS) for $300. Bad buy? I currently have a 970 a VN247H-P (1080p TN) I don't play much vidya these days so I went for an IPS 1440p monitor under 27". Seems decent enough for light gaymen until I decide to upgrade vidya card and go for 144Hz in 2017/2018. Not sure what card to wait for though and if I should spend extra on a monitor with gsync/freesync.
