Why is it considered normal for GPUs to crash when they get too hot?
Why can't they just throttle back like all modern CPUs do?

Modern GPU's do throttle back. If you're crashing it's not due to overheating, it's probably due to artifacts/instability for the card, it's drivers or power delivery.

They do, in fact they usually throttle more severely and specifically based on the load.
Even my relatively old gpu drops to ~150mhz when it isn't doing anything but my CPU only goes to 1.6ghz or something.
