OP, in the US if you have a ham radio license you can attach an amplifier to your router. I think the max legal limit is then 1500 watts. Of course, encryption is out of the question (for the most part), and you're restricted to a couple channels in the 2.4 GHz band (look it up). Also, that's kind of a dangerous amount of power at that band, but I think that's your best bet for the most power.

Back when I worked at university IT department, we had a case where some carrier company had been given permission to mount some 4g/LTS antennaes on top of one of the buildings on campus and this of course sparked all sorts of protests and claims about feeling bad.

What the university did was just get the company to move the antennaes slightly back on the roof, so they weren't visible from the ground any more....

Routers can typically broadcast 1, maybe 2 wifi networks. I know Windows has a feature to broadcast a separate WPA2 network over the same NIC that's already joined to another WPA2 network, to let you share your wifi over wifi with only one adapter. I don't know if it'll allow you to create more than one of these at a time but I don't see a technical reason it couldn't.
