The Government is not going to change ANYTHING.
There is even a spreadsheet with each agency and assessment programs that use, many of them are satisfied with what you have and remain so.
What happens is that some organs that would already buy Microsoft licenses expressed officially purchase intent and how they're going to pay for that cheap.
In other words, these organs would acquire the licenses, only now will pay less.
It's not end of free software in the Government or something.
