Mediocre maybe. Both of those languages teach you shit programming. You need discipline learned from other languages to be a good PHP/js webdev.

HTML and CSS is not really programming, those are mark-up languages.
But, yeah, you can earn money with that.
There is also a trend in development to replace all-purpose languages with web languages everywhere possible.

With a working knowledge or either PHP or JS (i.e. you used it to ship a few products, dwebing around like reading books doesn't count) you can pull a senior-level paycheck pretty much anywhere for the foreseeable future. If you know both you can probably go for a leadership position straight away.
