Because it's community based distro and devs don't give a shit. There is plenty of automated community made installers to pick from.

a couple of weeks ago I tested how long it actually takes. It took me 13 minutes (with downloads) until I looged into a Plasma Desktop.
First time I installed it, took about 3h to read all the wiki, find drivers, read FAQs and support for issues that happened. But, if I needed to reinstall it, I think I would install it on the time posters above said.
The main issue on installing for the first time is about comfort. The installer asks you to choose various options and tweak the system according. It happens even if it already holds your hand a bit, like having systemd as default.
In the end, I think it was worth to install the system.
In my case, I tried to install Debian first, but it had no native support for my specs at the time. Only Arch permitted it to happen.
