No you can't. Nobody except small independent businesses is ok with a 2004-esque website these days, and even then good luck getting more than $100 out of them.
To actually be able to do webdev you still don't need to know very much, and you don't need any actual CS, but it's not as easy as he makes it sound. You should probably know vanilla JS, JSON, database stuff, and a modern web framework. None of those are hard but it would take some time to become competent
