The chart says the performance improvement is for 10 bit 4K HEVC. Most videos you actually play are already accelerated (h264) so it very much an edge case right now.
It might not be in future, but it is likely to be hard to come by for a few years at least.
The VP9 code is actually used by youtube, but almost all videos are also available with h264 encoding so how much difference this will actually make is unknown.
How much of a difference will kaby lake even make and how long will I have to wait?
I was thinking about getting a new desktop and I wanted a 6700k, but if there's a 10% performance improvement coming in a month or so it won't be worth it.

The 10% improvement that was talked about, is because they raised the clocks.
Kaby Lake is going to offer absolutely nothing new, it's just going to be an OCd version of the last generation.
So just go and get the 6700k if you need a new build.
It's going to be good enough for the next decade or so anyways.
